The federal health agency pointed to data, updated as of March 10, that shows more than 13 million cases of dengue reported in North America, Central America, and South America, as well as the Caribbean region. When tenants rent your property, they do so expecting to have quiet enjoyment of the property . They believe the rental is safe and will continue to be that way. Therefore, the last thing they want is to discover they have to share the home with unwanted guests: pests.

Pests in a rental property are a source of constant harassment and frustration to the tenants in the property. Pests can do all kinds of damage to renters in a rental property. They will afflict both the people who live in the home and their possessions.

For landlords, pests expose your property to the threat of recurring and expensive physical damage. On the financial side, they make the rental unattractive and endanger your investment. As a landlord, you should hate pests in your rental property as much as your tenants do.

However, pest extermination is costly. In addition to the exterminator’s fees, there is the cost of unhappy tenants and the expense of fixing physical damage to your property. That is why the best way to deal with pests is to keep them out of your rental property altogether.

Getting rid of access points and nesting sites makes the home unfriendly to pests.

2. Remove sources of food and water

Pests need food and water to survive. If there are pests in a home, they are there because they have access to food and water. Like humans, pests are trying to survive, and they make their homes close to locations that make their survival possible. Leaving the sink stacked with dirty dishes or leftover food uncovered are invitations to pests. Additionally, areas of the home that are habitually wet or moist will attract pests.

3. Remove clutter from the premises

5. Proper refuse disposal

A rental property should have more than enough refuse bins to keep them from overflowing. Always cover your waste. In a way, the greater responsibility belongs to the renters since tenants are always in contact with the property. For this reason, educate tenants on the steps explained above. Are There Better Times to Water a Lawn

It rains all hours of the day, so it is perfectly natural to water a lawn any hour of the day. As a matter of fact, you will not kill your lawn because you watered at the “wrong” time. Two principles rule the life and death of your lawn, regardless of when you water: 1)Your lawn thrives in a moist soil, 2)Your lawn dies in a dry soil. So, the best time to water your lawn is at a time that keeps the lawn moist.

If the time you water is not as important as keeping the lawn moist, then the best time to water your lawn is at sunset. When you water at sunset, the lawn will stay moist longer during the dark, cool hours of the night.

Photosynthesis by Day, Respiration by Night

During the day, plants produce sugars using the power of the sun (photosynthesis). By night, plants use those sugars to grow and reproduce in a process called respiration. And water is the fuel that runs the respiration process – without adequate water, respiration slows dramatically. Keeping the lawn moist all night long promotes growth.

Composting: The Enzymatic Digestion of Organic Matter

A lawn is more than a patch of decorative grass, it is a biological filter – a thriving ecosystem of organisms – including fungi - that are composting organic matter into plant food (compost). Watering in the evening promotes composting. Composting requires moist warm conditions to work and these conditions prevail during the night. The more composting, the more food available to the lawn – the more food, the more growth.

I’ve Been Told to Water at Sunrise to Prevent Fungus

Watering at sunrise is a persistent myth that is even promoted by the Pinellas County Extension Service. The promoters of this myth claim that if you water at sunrise, the leaves will dry out quickly and you will have less fungus. Well, that is not a solution, that is a problem – dryness and less fungus. Your lawn loves moisture and fungi are part of the composting process to recycle dead dying organic matter into plant food.

Evening Watering vs. Morning Watering

When you water in the afternoon, just before or after sunset:

Lawn stays moist longer – no sun to dry out plants and soil
Plants have plenty of water to grow and reproduce (respiration)
Optimum for Composting

When You Water in the Morning, just before or after sunrise:

Lawn dries quickly – less water day and night
Lawns will struggle all night with little water to grow
Dry conditions prevent fungus and other organisms from composting

Your Mileage may Vary

Like fishermen over the best time to fish - some believe you catch more fish at low tide, some at high tide – gardeners will disagree on the best time to water a lawn. For me, I found that after an evening rain or watering, my lawn always looked fresh, green and ready for the day. Not so much for watering in the morning.

During the cooler winter months in Pinellas County, St Augustine turf grass lawns are semi-dormant – living and growing but at a slower pace. The soil microbes are still busy too, doing what soil microbes do – enzymatic digestion of organic matter – aka composting – just at a slower pace.

So don’t be fooled into thinking the soil and turfgrass don’t need food and water in the winter – the St Augustine turf and the soil microbes are living, growing, and need food and water to stay healthy. Without an active and healthy turf and soil microbe population in winter, the St Augustine turfgrass lawn will lag in the spring, losing valuable time during a prime growing season.

5 Things To Do in the Winter for St Augustine Lawns

Water Your Lawn
Feed Your Lawn
Mow Infrequently but as High as the Mower will Go
Weed Control
Be Patient

Master these five activities during the winter and you’ll be rewarded with a healthy lawn this spring and well into the summer months.

Water Your Lawn

One persistent myth is that St Augustine needs less water in the winter. This is false. Although the St Augustine turf is semi-dormant, it is still living and growing and needs food and water to do so. The soil is teeming with soil microbes that need moist soil to compost organic matter into plant food. Let the lawn dry out and you kill the soil microbes, starve the turf and turn your lawn into a weed patch.

So remember, the number one determining factor for the health of your St Augustine turf and soil microbes is water – and about 90% of the water your lawn requires will come from irrigation. Therefore, the irrigation system must run, cover the entire lawn, and put out enough water to “fill” the soil. If it doesn’t – then fix and repair until it does.

How Much Water? Your lawn needs just as much water in winter as the rest of the year. The amount of water needed is not determined by temperature but by our soils. Our soils need the same amount of water whether it is hot or cold. On average our sandy soils in Pinellas County will require watering 3 times per week – even in the winter. Feed Your St Augustine Turf Grass Lawn

The main goal of feeding a lawn is not feeding the turf, it is for feeding the soil microbes so that they can compost. Nitrogen, potassium, sulfur, and iron are not readily available in our sandy soils and need to be replenished on a regular basis. – even in the winter.

My winter feeding program focuses on potassium and micronutrients - especially sulfur and iron – but I don’t neglect nitrogen. I limit nitrogen to 0.5 pounds per 1000 square feet of the lawn during the winter. One good granular application of a 16 -0-8 with a good micronutrient package is sufficient until spring.

Mow Infrequently but as High as the Mower will Go

Winter is not the time to mow low – mowing low does more harm than good in the winter. When you mow low it opens up the canopy, exposing the soil and tender roots and stems to drying sun and winter winds. Dry soil and sun-parched stems and roots do not make for a healthy lawn. These winter months are a perfect time to skip a few mowings, allowing the canopy to become even higher and reduce wear and tear.

Weed Control is Effective and Safer

Winter is the best time for weed control. Focus on the persistent perennial weeds like Dollar Weed, sedges, and Day Flower. There are other annual weeds that pop up - but they will melt away with the rising temperatures - so focus on the perennials. I suggest Manor and Basagram as good herbicides to use on a St Augustine lawn in the winter months for control of dollar weed, sedges, and dayflower.

A Weed Free Lawn is Not Sold in a Bottle

Many homeowners believe that if they just kill the weeds, their lawn will be beautiful again. A beautiful lawn is not beautiful because it has few weeds, it is beautiful because it is tall and thick. A tall thick lawn has few (if any) weeds. Therefore, the best way to control weeds in your lawn is to have a tall thick lawn.

A Tall Thick Lawn Prevents Weeds

Many of the right conditions for weeds already exist in the lawn – soil, moisture, fertility, and weed seeds. However, the tall thick St Augustine lawn eliminates one important condition – sunlight. Even if a weed sprouts, it will likely run out of energy before it escapes above the tall canopy. And should the weed emerge above the canopy it is already stressed and will likely perish in the hot Florida sun. Should it manage to survive, a dose of herbicide will further stress it to the point of failure.

When to Use Herbicides

There are some weeds that are difficult to control even in a tall thick St Augustine lawn – sedges, dayflower and dollar weed are the top offenders. Keeping these offenders out of sight requires a healthy lawn to keep the weeds under stress and frequent applications of herbicides to knock them out.

DIY’er and Herbicides

Often, herbicides in the hands of an amateur ends in disaster. The variables that you must consider before applying an herbicide are legion: species, growth stage, season, temperature, humidity, soil temperatures, mode of action, effects on desirable species yada, yada, yada. In addition, you can only use the herbicide as directed by the label. The bottom line is that killing weeds without killing a lawn requires a lot of knowledge and experience. For lawns with sedges, dayflower, and dollar weed, it may be wise to hire a professional to reduce these noxious weeds.

Weeds are not the End of Your Lawn

Weeds are not lethal – weeds do not kill your lawn, choke out your lawn or destroy your lawn. Poor irrigation, low mowing, and chinch bugs will damage or kill your lawn allowing weeds to invade the lawn. Turf Tip: Focus more on keeping your lawn tall and thick and less on getting rid of weeds and you will achieve both.

A Tall Thick Lawn is Your Best Weed Control

A tall thick St Augustine lawn is the best way to control weeds. Not only does a tall healthy lawn deter weeds, it also stresses existing weeds through competition for valuable resources – air, light, and nutrients.

Raising the mower and improving the irrigation system will control more weeds than anything sold in a bottle. In short, keep it tall, keep it wet and you will have a beautiful lawn.

A pest infestation can be annoying and disruptive, particularly if the problem has escalated and pest control is already involved.

So, who between you and your tenant becomes responsible for the extermination costs? Well, if that’s what you came here to know, then you have landed at the right place.

In this article, you’ll learn about the various types of pests and TrustHome Properties will explain who becomes responsible for their removal when they infest your rental property.

Who is Responsible for Pest Control, Landlords or Tenants?

The common types include:

Termites: These are one of the highest risk critters known to cause damage to structures. They are commonly found near wood piles and home foundations.
Mosquitoes: Mosquitoes are one of the deadliest of the bunch. In 2017, malaria alone was responsible for the deaths of almost half a million people globally.
Moths: These prefer the dark and will, therefore, hide in unused areas like attics and basements. They will chew holes in carpets, natural fiber, and carpets.
Beetles: Beetles, particularly the powder post type, will cause structural damage by boring into wood.
Cockroaches: While these do not cause structural damage, they often carry diseases that could be harmful to you and your family. They seem particularly drawn to appliances, especially microwaves because of food droppings.

So, who becomes responsible?

Determining who is responsible for the extermination is not always straightforward. The first step to finding out is by reading any relevant clauses in the lease or rental agreement. If it indeed has some clauses on pest control, then that will take any precedence over any other law.

But if the lease doesn’t have any clauses in it, then fall back on what the state laws say.

That is why, as a landlord, it is imperative to make sure that the lease is detailed. Doing so can help save you a great deal of trouble down the road. Plus, if you are found liable, it can end up costing you a pretty good sum of money to fix.

As the landlord, the Warranty of Habitability law requires you to provide a property that is safe and habitable. And this includes putting some measures in place to prevent pest infestations.

The following are some of the preventative measures you can put in place.

Eliminate standing water around your property. You may also want to fix any leaky pipes or faucets.

Remove clutter around the property. This will help reduce spots for vermin to build nests or hide in.

Have proper trash bins. You should also regularly inspect them to make sure they are free of holes or cracks.

Keep common areas clean. Sweeping or vacuuming once or twice every week should suffice.

Seal up entry points. You should do this around your property’s exterior, as well as on the inside.

Exterminate as regularly as possible. This will keep your property clean and the pests at bay.

When does your tenant become responsible?

Your tenant becomes liable for the pest problem if it was their actions that caused it. Such actions may include fleas from their pets, roaches, ants, or rats due to their poor cleaning standards, and bedbugs that they may have brought with them when they moved in.

However, if the entire neighborhood is infested, then the liability will shift back to you.

Your tenant may also become responsible if they have a health condition that requires them to live in a sterile environment. In this case, since this is an additional precaution, the responsibility will be theirs to take. Because, as a landlord, the law only requires you to provide a safe and habitable property.

What’s more, your tenant has a responsibility to let you know when they have a reason to believe their home is infested.

So, back to the original question – who is responsible for pest control, landlords or tenants? Clearly, there is no straightforward answer. Both parties have a responsibility to ensure the property is free from any pest infestation.

Brown Patch causes a temporary discoloration of St Augustine turf.

Those brown circular patches in your St Augustine turf grass lawn are probably brown patch. Brown Patch forms distinct circles or joined lobed circles of dead leaves with a “halo” of yellow grass. It does not kill the turfgrass, only effects the leaves. The results is a "bad haircut" look to the lawn.The pathogen is a soil born and can not be eliminated. The Good News: Except for the worse cases, Brown Patch can be controlled with good cultural practices! A St Augustine Lawn Looks Great and Thrives at 5" Mowing Height

Your mower is killing your lawn because you mow too low. A St Augustine lawn, to be sustainable (to survive, to be hardy, to thrive), must have a minimum canopy height of 4” to 5”.

HOW MOWING TOO LOW HAPPENS

It’s all about the look. A freshly mowed lawn looks good because it is level. To make a lawn level, all the grass must be the same height which forces you to mow the lawn at or below the shortest grass in the lawn. At that setting the entire lawn will be short but level. The shortest grass is the weakest, thinnest part of the lawn – so mowing as low as the shortest grass dooms the rest of the lawn to the same fate. In the short term (after mowing), the lawn is level and looks great. In the long term, a short level St Augustine lawn will be a weak, thin lawn.

WHY IT HAPPENS

St Augustine lawns do not grow uniform. Some areas are wet, some dry, some shady, some sunny - causing the lawn to grow at different rates. This uneven growth makes for an uneven lawn. The cure is to level it with a mower – just mow the lawn as short as the shortest grass.

WHAT IS THE SOLUTION?

Although the lawn will grow at different rates, all the lawn will grow to a height of 4” to 5” – eventually. Once the shortest grass reaches 4” to 5”, mowing at that height – 4” to 5” - will create a smooth level lawn that looks great and is sustainable.

There are a few things we can do to make our home less attractive to insects. Most insects in our area need moisture to survive. Fixing leaky pipes and any other source of moisture can help. Cleaning up items in the yard that rain water can collect in will also help cut down on insects.

They are also known as “sugar ants.” You will find them during the day. They cease activity at night and begin each new day of work at about 8 am.

Pharaoh ants are tiny, pale red to yellowish brown with an unevenly rounded thorax. Their abdomens are darker and sometimes even black. They have multiple queens and sub-colonies. New colonies spring up by budding. Budding is when a group of reproductive and worker ants leave the original colony to start their own. The budding process is why this particular species are so hard to control and eliminate.

Pharaoh ants grow to adulthood in approximately 38 days. Females live 4 - 12 months, and workers only about 10 weeks.

Pharaoh Ants, being extremely small, can be found in various places. They will nest in places such as buildings, homes, green houses, hospitals or nursing homes, nesting in recessed areas like cracks, crevices, wall voids, under appliances, in outlets, and under carpets. You may also find them in and around your pet food dishes. These ants carry and can transfer pathogens and more than a dozen dangerous bacteria.

This ant is found almost worldwide. It is found in the southern parts of Florida, but may inhabit the whole of Florida. The Pharaoh Ant can only survive outside in the subtropical areas such as Florida and Hawaii. So, here in Tampa you will see them both inside and out. Pharaoh ants do not build mounds or carve out galleries in wood. In the home you will find the Pharaoh Ant trailing in and out of cabinets and on counter tops in the kitchen or around toilets, drains, and sinks in the bathroom. They can chew their way into packaged foods, contaminating them. The Pharaoh Ant will search for sweets, fats, and proteins which is why sanitation is a key part of the extermination process. These petite little pests will also eat other insects.

Yellow Jackets are predatory wasps that feed on meat, fruit and other insects. Unlike the Bee, they are not pollinators and don't drink nectar. Yellow Jackets are not really Bees at all, but Wasps. They are slim, not fuzzy, banded in yellow and black, and approximately 1/2 inch in length. They camouflage their colonies underground or in openings in a tree or wall. Each colony can have as many as 2,000 or more residents that will aggressively defend their nest. They are quick to sting even when not in their own nest.

Bumble Bees are pollinators, feeding on pollen and nectar. (Interesting fact: Dipping tongues allow bees to drink the sweetest nectar. US mathematicians have worked out why the flowers pollinated by bees have sweeter nectar than those visited by butterflies. When it comes to drinking nectar, the most important factor is whether the insects dip their tongue in, or whether they suck the liquid up.) They also live in underground colonies of 25 - 500 residents. They are thicker and fuzzy, also black and yellow, and get as long as 3/4 of an inch. Bees do not often sting when going about their business. They will, of course, defend their nests.

For the most part spiders generally get a bad rap, except in Charlotte's Web. Even in nursery rhymes, and especially in Hollywood, the spider is portrayed as an evil invader. Examples; the Avondale spiders from New Zealand in Arachnophobia, or Shelob; the creepy, hellacious, giant spider in Lord of the Rings lll. Or hundreds of big, fat, black, hairy tarantulas in Something Wicked this Way Comes. With all the negative press it is no wonder homeowners cannot tolerate their presence.

The Eyed Click Beetle, having two large false eyes or eye spots, tricks predators and startles gardeners. When it feels threatened it makes some acrobatic moves that are pretty impressive. It drops onto its back and hurls itself four times it's body length into the air, until it senses no more danger. The hinge action of the thorax snapping while performing this trick, causes a very loud click sound and is how it got the name Click Beetle.

The Eyed Click Beetles inhabit the eastern half of North America, and have been seen in Florida. The larvae, often called a wireworm, live in rotted stumps or logs but cause no damage to live plants in this stage or as adults. Unlike the larvae of the Eyed Click Beetle there are other species of Click Beetles whose larvae are considered pests. These other Click Beetles feed on the roots of lawns, flowers and vegetables. The larvae of the Eyed Click Beetle leave gardens and lawns alone. They prefer to prey on the larvae of wood borers like termites.

So, all in all, this occasional invader is truly beneficial and will not harm you of your landscape. If you encounter one of these little fellows around your home just send it on its way. Although the Eyed Click Beetle is beneficial, most homeowners prefer not to have them inside.

Earwigs are a nearly harmless insect with a bad reputation. They get their name from an old European superstition that an earwig will crawl into your ear and burrow into your brain. The reputation has stuck with them even though earwigs aren't interested in us or our ears. They are just a nuisance!

They pose no health risk, but infestations are not pleasant. Earwigs are primarily nocturnal, feeding at night. They are scavengers, eating primarily dead insects and decomposing plant materials. They also eat an omnivorous diet of aphids, mites, fleas, insect eggs, lettuce, potatoes, mosses and algae. Their food sources are primarily found outside the home, but they will occasionally wander inside, especially in low lying areas that have had a lot of rain. Earwigs do not bite but if handled they may pinch you, but will not break the skin. Their pinchers are used to catch prey and sense their environment.

Some seek shelter from high rainfall amounts, some just accidentally wander in. Most invaders don't damage anything or harm anyone, and most of these invaders can be easily managed.

One common invader in our area is the swarming ant which is often mistaken for a termite, but with careful pest-invador-postexamination you can find the differences.

Ants are mostly a nuisance and usually do not damage anything except for possible food items. Carpenter ants will periodically nest in moist decaying wood around or in the home and tunnel through it causing damage to already damaged wood.

The Fleas of Tampa & Plant City, Florida and surrounding areas are small, and dark brown to black in color. They are blood sucking insects that get about 1/16 inch long. Their legs are made for jumping long distances. The fleas mouth is designed to suck blood from a host. There are actually several species of fleas in Tampa & Plant City. The cat flea is the most frequently found flea in our area.

The female flea lays her eggs on the hair or feathers of the host or wherever their habitat might be. The eggs fall from the host onto the ground, floors, bedding or furniture, etc.. They can lay more than 500 eggs over several months, laying 5 to 18 eggs at a time. The eggs hatch within 1 to 12 days after being deposited.

The larva avoids light and will feed on dried adult feces. They will also feed on dead animal parts and other organic material. Within 7 to 14 days, unless food was scarce, the third larval stage is completed and the larva spins a tiny cocoon. After a week or so the adult flea emerges and begins to search for a blood meal. However, fleas are known to remain in a pupal stage anywhere from 5 days to 5 weeks in the absence of a host. Adult fleas will emerge from the pupal stage when vibrations from a pet or human let them know a host is near. So, if you have ever been gone for a week or so, come home and the next day you are being attacked by fleas, this is the reason.

Adult fleas must feed on blood to reproduce. They can live for long periods without feeding, but cannot reproduce without feeding. They usually live and breed where your pets rest. The entire life cycle of a flea can be 2 weeks to 2 years. Hot, wet summers are ideal for egg laying, which makes Tampa & Plant City, and surrounding areas prime breeding ground. Hot, dry periods give maximum adult production. The greatest adult flea populations are produced in August and September.

The German Cockroach is a small species of cockroach. Much smaller than the American Cockroach, and often confused with the Asian Cockroach. While there are many similarities, there are some differences that can be seen if you know what you are looking for. One easy difference is the fact that the German Cockroach doesn't fly, at least not very far. The Asian Cockroach flies fairly well in comparison and is attracted to light.

The German Cockroach is found all over the world. Wherever you find humans you can find them. They are not likely to survive in places without human activity. They will be less abundant in regions of prolonged cold weather. Warm climates and the availability of food, water, and harborage will also govern the population and growth of a colony.

Their attraction to human and animal feces, rotting food, sputum, pus, and the like gives them a well-earned "disgust factor" among the general public. Residential infestations are usually worse in kitchens and bathrooms where there are food and moisture sources. Commercial infestations are usually found in restaurants and food processing facilities.

Clean up -

Reduce clutter around the stove, fridge and kitchen cabinets, by recycling newspaper, paper and plastic bags, cardboard, and bottles.

There are two very different kinds of rats here in the Tampa Bay area. Hopefully this will help you identify which one you might be having a problem with and why.

There is the Roof Rat, also known as the Ship Rat, Fruit Rat, Black Rat, or Alexandrian Rat. They won't usually go beyond 100 - 300 feet from their nest. They are nocturnal and will travel the same exact route over and over, making it easier for you to trap them.

You can recognize a Roof Rat by its pointed snout and oversized ears. It is thin, with a weigh of between 6 and 12 oz and be approximately 6 1/2 up to 8 inches in length. The bald tail of this rat is longer than its head and body length combined and can be up to 10 inches.

These rats prefer to make their nest in dense ground cover or trees and in the upstairs or attics of your residential or commercial buildings. There must be a water source for these rats to survive. They feed on any food left over by people or pets, along with seeds, nuts, fruits and vegetables, grains and even snails.

Reproduction is unbelievable with countless generations created each year.

Then we have the Norway Rat which is really not from Norway at all, but was first recognized there. It goes by other names as well...the Water Rat, Barn Rat, Sewer Rat, Wharf Rat, House Rat, Common Rat, just to name a few. Norway rats are typically the ones you will see and be bothered by. Once they get into your homes and commercial buildings, they are a great deal bigger problem for pest control then the Roof Rat.

Often totally black the Norway Rats have a very course fur, with a lighter belly color. They are more chunky weighing up to 24 oz. They are approximately 7 - 10 inches long, with a tail that is not as long as the head and body.

Norway rats will chew cooper, lead, wood, aluminum, even uncured concrete and cinder blocks. This rat is an outstanding climber and superior swimmer. When nesting, this rat prefers wall void, stored materials and underneath floors.

These omnivores nourish themselves on grease, meat, fish, flour, grains, cereals, vegetables and fruits or any crumbs not cleaned up after our meals and snacks. A water source is crucial.

Sexually active by 5 weeks of age, these rats will give birth to as many as 7 litters annually. The normal adult will live anywhere from 9 months to 2 years.
